Put 2 1/4 cups of water, 1.5 cups of soy sauce, 1 full cup of citron syrup, and 1/2 cup of refined rice wine in a pot and boil over high heat.

When it starts to boil, reduce the heat to low for about 15 more minutes, turn off the heat, and put the katsuobushi in a sieve and boil it for about 1 to 2 minutes.
