Boil the kelp for 15 minutes in 1.5 litres of water with dipori, radish, onion, green onion, and kelp. (Get the kelp out when it starts to boil.)
STEP 3/4
Add skewer fish cake to the broth with 3 tablespoons of soy sauce, 3 tablespoons of soy sauce, and 1 tablespoon of tuna liquid.
