I made it on a cutter, so you can just work on it with your hands. Put flour, whole wheat, baking powder and xylose sugar in a cutter..

Turn lightly, add grape seed oil, and operate the cutter until fluffy. When you make it with your hands.. Sift the flour and baking powder into a bowl, add the xylose sugar and mix lightly with a whisk. Add grape seed oil and mix it gently while rubbing it with both hands. Normal sugar is available instead of xylose sugar. All of them can be replaced with whole wheat, but you can adjust the amount when you add milk later.

Cut the orange peel into small pieces and add 30 grams of baked almonds. Then mix lightly, add milk, and form into a lump.
