Grease a heated pan slightly and stir-fry the dug tofu and beef together. Once the bulgogi is done, it's done.

Cover the hollow tofu with starch powder. Because we're going to put bulgogi on the inside, the starch powder works to keep each other from falling off.

Put bulgogi in the tofu coated with starch powder. All you have to do is steam it. When the water in the steamer boils up, place a paper foil on the steamer and put tofu stuffed with bulgogi on top. So that the tofu doesn't break. Then, put the lid on and steam it. Bulgogi is cooked, so you only need to cook tofu. I think 5 minutes will be enough. Then the bulgogi becomes more moist.
