Put parchment paper or Teflon sheet on an oven pan and ferment it for 30 to 40 minutes, then put the hoppang in the oven and steam the hoppang using the steaming function. Steam it for about 15 minutes. Instead of the oven, you can steam hoppang in a steaming steamer for 12-15 minutes.
