The glutinous rice powder I used is wet from the mill. The glutinous rice flour from the mill is seasoned with salt, so you can use it as it is. If you use the packaged glutinous rice powder bought from the mart, you should use almost the same amount of water as the glutinous rice powder and season it with a little salt.
