STEP 1/3
Boil kelp and anchovies in cold water, take out the kelp just before it boils, and boil it for another 5 to 10 minutes, leaving only anchovies. Take out the anchovies.
STEP 2/3
Add ground garlic, red pepper paste, red pepper powder, soy sauce, and sugar and mix well. Add onions, fish cakes, and rice cakes and boil them down. Blanch the fish cake in boiling water separately before adding it, and it will lose fat and become soft.
